This report raises concerns about the use of excessive force against individuals who attemps to resist or avoid mandatory national service. According to this report, "the government continued to authorize the use of lethal force against individuals resisting or attempting to flee during military searches for deserters and draft evaders. " There were numerous claims during the year that individuals were "severely beaten and killed during roundups of young men and women for national service", and several persons detained for evading national service died after harsh treatment by security forces." Additionally, "there were reports of summary executions and of individuals shot on sight near the Djibouti border, allegedly for attempting to flee military service". These reports were supported by subsequent interviews with Eritrean soldiers who deserted successfully.
