A PRIMARY three child in Mamba Primary School, Kucwiny sub-county, Nebbi district has given birth to a baby under very distressing circumstances.
The 13-year-old was defiled by a man, who in the process impregnated her. The man threatened to kill the girl if she ever revealed the matter to her parents. Out of fear, the innocent girl opted not to report the matter to her parents.
After the parents found out that the child was pregnant, her father, for unclear reasons, declined to report the matter to thePolice.
The girl’s mother also opted not to file a complaint to the Police because she believed that this required money, yet she had none. To date, the culprit remains a free man while the victim suffers both physically and psychologically.
The Government, through its relevant agencies, has obligation to ensure justice is done for this innocent child.
Not only has she suffered gross human rights abuses, her future has been ruined. Although she is still a mere child, she now has now to play the strenuous role of a mother.
The Government should not only get the defiler jailed, but it should also help the girl recover her life.
This case raises serious issues relating to justice for the poor. It is now widely believed that in this country, a poor person cannot get justice. Partly this is the reason incidents of mob justice are on the rise.
Therefore, it is important for the state agencies charged with administration of justice to take such measures as are necessary to restore public confidence.
The country deserves a system that not only will guarantee justice to the country’s billionaires and the politically well connected, but also to the poor Nebbi child mother. This is one of the bench-marks of a democratic system.
